On 29 September 2020 a meeting of the Council of ministers for competitiveness will be held in Brussels.

The meeting will be attended by the ministers for research and the Republic of Croatia will be represented by Professor Radovan Fuchs, PhD. The main topic of the meeting will be reaching a general approach on the legislative package of the future Framework Programme for Research and Innovation – Horizon Europe.

Horizon Europe is the leading programme for research and innovation of the European Union. Horizon Europe supports creating and spreading high quality knowledge, technologies and solutions to global challenges; enhances the impact of research and innovation on the development, support and implementation of EU policies and supports the inclusion of innovative solutions in industry and society in solving those challenges; incites all forms of innovation, including breakthrough innovations, strengthens the transfer of innovative solutions to the market and optimizes the results of the Programme for a better impact within the empowered European Research Area.

Following the political agreement between the Council and the European Parliament in April 2019 and the agreement of the European Council on the next Multiannual Financial Framework reached in July this year, the German Presidency is dedicated to reaching an agreement within the Council on the remaining parts of the Horizon Europe package. This primarily includes the budget distribution, synergies, international cooperation and association of third countries to the Programme as well as the additional resources from the Next Generation EU for specific parts of the Programme. The expected agreement would allow the German Presidency to enter into negotiations with the Parliament on these issues, the adoption and start of the Programme from 1 January 2021.

In the afternoon, an informal Ministerial discussion will be held on the topics of contribution of the Missions of Horizon Europe in facing the pandemic caused by COVID-19, as well as development and use of green hydrogen. Additionally, ministers will discuss the impact of these on the EU’s competitiveness and strengthening the resilience and technological sovereignty of Europe.
