Support for students


Under funds for the operation of public higher education establishments, the Republic of Croatia also allocates funding for students’ working and living standards in the state budget as follows:
  • subsidized accommodation in student dormitories,
  • subsidized student meals,
  • students’ living and cultural standards,
  • awarding state scholarships, and
  • student programmes and projects.
Subsidized student meals
The Ordinance on the conditions and procedure for subsiding the cost of student meals (Narodne novine Nos. 120/13 and 8/14) lays down the conditions and procedure for exercising the right to support from the Ministry responsible for higher education, aimed at subsidising the costs of student meals, keeping records of beneficiaries of the support, conditions for providing the service and obligations of providers of student meals.
Subsidized accommodation in student dormitories
Pursuant to Article 88(4) of the Act on Scientific Activities and Higher Education (Narodne novine Nos. 123/03, 105/04, 174/04, 2/07 - Decision of the Constitutional Court of the Republic of Croatia, 46/07, 45/09, 63/11, 94/13 and 139/13, 101/14 - Decision and Order of the Constitutional Court of the Republic of Croatia, 60/15 - Decision of the Constitutional Court of the Republic of Croatia and 131/17), the Minister of Science and Education adopts the Ordinance on the criteria and way of exercising the right of full-time students to subsidised accommodation (Narodne novine No. 63/19).

The right to subsidised accommodation in student dormitories, boarding houses, as well as subsidies for students who rent apartments from private owners, is granted to full-time students who are Croatian citizens or EU citizens with a registered address in the Republic of Croatia and an approved non-national status with a permanent residence in the Republic of Croatia, who are enrolled at a higher education establishment in the Republic of Croatia in an undergraduate university study programme, graduate university study programme, integrated undergraduate and graduate university study programme, short-cycle professional study programme, undergraduate professional study programme and specialist graduate professional study programme, or, in the case of students with disabilities, in postgraduate university study programme, in accordance with the prescribed terms and conditions and on the basis of public calls announced by the student centres for each academic year.
 
Funds for transport of students with disabilities
Pursuant to Article 7(1) of the Regulation on the conditions and procedures for the right to subsidised costs of transport of full-time students with disabilities (Narodne novine No. 23/15), the Minister of Science and Education adopts a Decision on the amount of the subsidy for the transport costs of full-time students with disabilities for each academic year.

Student organizations
Pursuant to Article 88(1) of the Act on Scientific Activities and Higher Education (Narodne novine Nos. 123/03, 198/03, 105/04, 174/04, 02/07 - Decision of the Constitutional Court of the Republic of Croatia, 46/07, 45/09, 63/11, 94/13, 139/13, 101/14 - Decision and Order of the Constitutional Court of the Republic of Croatia, 60/15 - Decision of the Constitutional Court of the Republic of Croatia and 131/17), students shall have the right to participate in the work of student organisations.

Students may participate in the work of student councils, branches of student councils and student associations.

The operations of student councils at universities, polytechnics and colleges of higher education, the Croatian Student Council and student associations are regulated by the provisions of the Act on student councils and other student organisations, which was adopted by the Croatian Parliament on 21 June 2007 (Narodne novine No. 71/07).
